InvoiceNow and GST: what Singapore SMEs need to know

Updated

What the GST InvoiceNow Requirement asks for, when it applies to you, and how GST fits with it.

What is InvoiceNow?

InvoiceNow is Singapore's nationwide e-invoicing network, introduced by IMDA (Infocomm Media Development Authority) in 2019. It is built on the international Peppol standard.

Instead of emailing PDF invoices or posting paper, businesses on InvoiceNow exchange structured digital invoices directly between their accounting systems through the Peppol network. The data arrives in a machine-readable format, which means the receiving system can process it automatically — no manual data entry.

How Peppol works in practice

Each business registers a Peppol ID (typically their UEN). When you issue an invoice, your accounting software sends the structured invoice data through a Peppol Access Point to the recipient's Access Point, which delivers it to their system. Think of it as email for invoices — direct, digital, and standardised.

Who needs to use InvoiceNow?

Singapore is rolling out InvoiceNow adoption progressively. IRAS requires GST-registered businesses to submit invoice data to IRAS using InvoiceNow-Ready Solutions, in phases: new voluntary registrants first (from 1 November 2025 and 1 April 2026), then existing registrants from 1 April 2028 to 1 April 2031, smallest first by 2025 supplies. See when your date is.

The InvoiceNow requirement is to submit invoice data to IRAS through an InvoiceNow-Ready Solution, covering sales and purchases. For invoices issued outside the InvoiceNow network, the invoice data is still submitted to IRAS through the solution.

Even if your date has not arrived, you can adopt InvoiceNow voluntarily.

Phased by date and type of business

If you were GST-registered before 2026 and filed returns for periods ending in 2025, IRAS has been notifying you of your date since mid-2026. Others will be told later. Most existing registrants start between 1 April 2028 and 1 April 2031, depending on their annual supplies.

GST in Singapore — the essentials

The Goods and Services Tax (GST) is Singapore's broad-based consumption tax, currently set at 9% (effective 1 January 2024). It applies to most goods and services supplied in Singapore and to imports.

GST rate

9%

From 1 January 2024. Previously 8% (2023) and 7% (before 2023).

Registration threshold

S$1M

Registration is compulsory once taxable turnover is more than S$1 million: for a calendar year, or expected for the next 12 months.

GST-registered businesses must charge GST on their supplies, claim input tax on business purchases, and file GST returns (typically quarterly) with IRAS. Accurate record-keeping is essential — every transaction needs to be correctly classified as standard-rated, zero-rated, or exempt.

How InvoiceNow simplifies GST reporting

When invoices are exchanged in a structured digital format, the GST amounts, tax codes, and line-item details are already machine-readable. This means:

  • •Fewer data entry errors — e-invoices arrive as structured data that doesn't need keying in, so GST amounts match between buyer and seller.
  • •Faster matching — an accounting system that receives e-invoices can match them against purchase orders and payment records.
  • •Audit-ready records — structured invoices with timestamps and Peppol transaction IDs create a clear trail for IRAS audits.
  • •Simpler GST returns — with structured data in the ledger, your quarterly GST return can be compiled from the books with less manual checking.

Where MassAdmin fits

MassAdmin is not an IMDA-accredited InvoiceNow-Ready Solution. On Business and above it exports invoices as Peppol-format (PINT SG) files; sending them through an accredited Access Point is planned. IRAS lists free InvoiceNow-Ready packages, aimed at small businesses with few invoices, until 31 March 2031; if e-invoicing is all you need, one may fit. MassAdmin is for the rest of the back office: payroll with CPF, your books and e-signatures, in one login.

You use an InvoiceNow-Ready Solution to submit invoice data to IRAS from your date.
